Chief Ombudsman 'very disappointed' by double-bunking decision

Issue date:

Chief Ombudsman Peter Boshier today published his report on an unannounced inspection of Arohata Upper Prison, and stated his disappointment at the recent decision to double-bunk 44 cells at the site.

The inspection was undertaken under the Optional Protocol to the Convention Against Torture (OPCAT), which puts international obligations on New Zealand to ensure people held in treatment are treated humanely and with decency and dignity.

The full inspection in September and October 2017 resulted in 25 recommendations for improvement.
