Tackling dementia: Protecting the rights of detained people

The Chief Ombudsman Peter Boshier's presentation to the Alzheimers New Zealand conference on 25 October 2018 outlined how the OPCAT provides an international platform for effecting national change to protect the human rights of some of our most vulnerable people: those with dementia who are detained in facilities.

He provided an overview of the Ombudsman’s NPM role in protecting the rights of detained people and what is currently involved in examining and monitoring the treatment of people detained in health and disability places of detention, such as within hospitals, secure care, or aged care facilities. 

He also referred to the work being done to prepare for examining and monitoring the conditions and treatment of people detained in privately run aged care facilities, as mandated on 6 June 2018.
